Our telemedical projects Our pilot project "Virtual polyclinic on the Cres-Lošinj archipelago", recognized by the Croatian Ministry of Science and Technology, has been successfully concluded and accepted as a base for the national "Island Telemedicine Project" by the Academy of Medical Sciences, and supported by the Ministry of Health, Ministry of Public Work, Reconstruction and Construction - Directorate for Island Development, Croatian Government and a number of sponsors and donators. We continue to contribute to the national project in research and development as well as telemedical education. Our diagnostic study included patients diagnosed and treated in our office with the help of our consultant specialists. Complete patients' records with high-resolution digital images (ultrasound, digital camera, etc) or ECG signal were transferred both ways and several hundreds of teleconsultations were completed, helping us and our patients either in the initial diagnostic process or the later follow-up period. No misdiagnosed cases were recorded. A cost-effectiveness analysis of our telemedical system showed a high cost-benefit ratio and a return of investment within a year, for the system used in routine work and conditions of the outpatient setting in Croatia. These studies and achievements enabled us not only to use our telemedical network in routine conditions but also to be chosen by high authorities as the most successful model for the national "Island Telemedicine Project". First medical institutions and doctors to receive necessary equipment and telemedical education were those on the Cres-Losinj archipelago and the island of Krk - back in summer 2001. The insular network, thus created and connected with the previously formed network of leading specialists in the mainland hospitals who collaborated with our office in Cres - soon became much larger network spreading nowadays to the Dalmatian islands: Solta, Mljet, Lastovo and Vis. Doctors from these islands frequently visit us during the process of their continuous education in our Internal Medicine Office in Cres. The Virtual polyclinic has been officially opened by the President of the Republic of Croatia, Mr. Stjepan Mesic, who visited our office in August 2001. On that occasion, we presented both telemedical projects to the President, Minister of Health, Minister of Public Works and the highest authorities of the Republic of Croatia. The results of the project have also been presented at a number of international meetings, such as: - Development of Telemedicine in the South East European Region held in Dubrovnik - Croatia, November 2001 - European and National Policies during the New Programming Period 2000-2006 for European Islands held in Ikaria - Greece, November 2001, where our project has been evaluated as outstanding practice, considering the fact that it is a routine telemedical practice helping doctors and many patients in remote island communities in this part of Europe. |
